I could not find Ruth (Chappell) or her husband, Thomas Thornley Allen, in the 1891 or the 1901 Census.
It appears they emigrated to Australia.
A Ruth Allen (aged 27) and a George Allen (aged 6) are recorded as passengers on the Austral, which departed 20 Jun.1890, London, bound for Adelaide.
Also on board, is an Unnamed Female Allen (aged 50) who is a Seamstress.
She may have been Ruths mother-in-law, Elizabeth Allen.
An Elizabeth Allen died at Broken Hill in 1914 (aged 85). She was buried in the Broken Hill Cemetery on 30 Jun.1914, Anglican Section H, Grave No.20.
Also buried in this grave is Elizabeths husband, John, died in 1899 (aged 70), buried 15 Sept.1899.
Thomas may have travelled to Australia previously, with his father, John, and his brother, George.
No Passenger Lists were taken in England prior to 1890.

Electoral Rolls show the Allens were resident at Broken Hill, NSWs circa 1908-1925.

      2. 1919, 337 Jones St.
      3. 1922-1925, 254 Oxide St.

Thomas is recorded as an Engine Driver & Engineer.

A Thomas Thornley Allen is recorded as sailing from Adelaide on the Strathnaver, bound for London, (departed Brisbane, 30 May 1935).
His age is 64 years, and he is a retired Electrician.
He gives his proposed address as, 16 Onslow Rd. Layton Blackpool.
This is the address of his wifes sister, Alice Marshall, at the time of her death (1944).

A 1936 Directory shows Thomas residence with his son, George (a Clerk) 54 Dale Ave. Croydon Park, Adelaide.

George Allen, was resident with his parents at Broken Hill, circa 1908, and later appears to have moved to Adelaide, where he ran the Refreshment Kiosk on the Semaphore Jetty, circa 1920-1926.
The Medley brothers (nephews), William and Richard, both lived with the Allens when thay came to Australia.
See Web Page, Emma Chappell (m.Medley) 1860-1930.
